The Washington County Virginia Sheriff’s Office is pleased to announce that Communication Officer Frances Flanary has been selected as the 2024 American Red Cross 911 Dispatch Hero within the American Red Cross Chapter of Southwest Virginia.

Each year, this award is presented to an individual who has saved a life, performed an act of courage, or who unselfishly served and gave inspirational leadership to our community.

In October of 2023, Dispatcher Flanary received a 911 call from a male stating his 78-year-old friend was unresponsive and unconscious.

While proceeding to get resources en route, Dispatcher Flanary immediately began providing instructions for CPR via telephone.

The caller put the phone on speaker as he and another adult at the scene followed her instructions. Dispatcher Flanary remained on the line, encouraged the individuals and ensured the proper compression rate, at which time responders arrived on scene and assumed care of the patient.

Thanks to Dispatcher Flanary, the caller stated his friend was breathing.

Sheriff Andis says, “We are excited for Dispatcher Flanary’s selection as the 2024 American Red Cross 911 Dispatch Hero. Frances consistently exhibits exceptional work performance and is dedicated to her role as a dispatcher. Her calm demeanor and willingness to help has aided countless callers. Washington County is lucky to have her!”

Flanary will be receiving her official award and recognition at the 20th Annual Help Can’t Wait – A Celebration of Heroes event hosted by the American Red Cross in April.
